Its NATO membership and ongoing EU accession trajectory have also strengthened perceptions of long-term political and economic stability.

Boka Bay remains particularly attractive because of its protected natural setting and lower levels of overdevelopment compared to many Mediterranean resort destinations. Surrounded by limestone mountains and historic coastal villages, the area retains a quieter atmosphere that appeals to buyers seeking privacy and long-term livability.

Porto Montenegro has strengthened that appeal by developing a lifestyle ecosystem rather than simply marketing luxury real estate. Its “Life Less Ordinary” programme includes open-air cinema events, cultural installations, curated retail experiences, and creative workshops designed to keep the destination active throughout the year.

The launch of Vero & Versa reflects a wider shift in how luxury waterfront living is being defined across Europe. Traditional models centred on exclusivity and seasonal tourism are increasingly being replaced by developments focused on permanence, infrastructure, and everyday quality of life.
